Update on asbestos issue in St Kilda Rd

This is from Cross Yarra Partnership (CYP) on the asbestos issue adjacent to The Botanica

  • Last Friday, asbestos was discovered in a pipe under the southbound lane of St Kilda Road during works on the Metro Tunnel.
  • The discovered pipe was made of ACM (asbestos containing material) and is 70m in length and 100mm in diameter.
  • This area is in the construction work site that has been fenced off from the public since 14 February.
  • Since the discovery, the construction team has obtained specialist advice which determined the pipe should be left undisturbed, as the asbestos within the pipe was identified as non-airborne.
  • The material has been contained, and there is no health or safety risk to the public or workers.
  • Preparations for its removal started yesterday.  Plastic sheeting has been established around the site and air monitoring is in place as standard practice.
  • It will be safely removed over the coming days (they’re expecting it to take 2-3 days).
  • Asbestos was regularly used in construction until the 1980s, so discoveries like these are not uncommon or unexpected.
  • The asbestos is being safely removed in accordance with strict statutory requirements by licensed experts.

The Botanica – Survey results

Thanks to all who completed the online survey – it helps when we are talking to Metro Tunnel or City of Port Phillip about the impacts on you all.

  • 40% were very concerned in 2016, now 27%

Degree of concern about Anzac Station

  • 30% were very unhappy in 2016, now 18%

Need for Anzac Station

  • 23% thought it was completely unnecessary in 2016, now 9%

Overall impact to date

  • 35% said minor in 2016, now 3%
  • 7% said extreme in 2016, now 15%

Some things to note

  • During Feb/March there will be a lot of work done on Kings Way, including re-ashphalting the northern lanes.  This is, in part to help traffic flowing on non-St Kilda Rd routes
  • The drainage works in Bowen Cres have been delayed due to discovery on unexpected Telstra cables.  At least one more month to go
  • Traffic access from Queens Lane have been the subject of conversations between MMRA, City of Port Phillip, John Holland…I’m still not satisfied and do not understand why they have not implemented what was agreed and publicised – Inwards in front of 1 Queens Rd and outwards behind 1 Queens Rd
  • THIS WEEKEND COMING – The new Tram Stop in Park St will happen between 10pm on Friday Feb 2 and 5am Wednesday Feb 7.  Will be much like the disruption when they did a similar piece of work in Toorak Rd West.
  • The online feedback on Domain Precinct design and early works provided a lot of feedback.  It will be summarised and sent to the Minister for approval.  We do not know the status of our ugly cooling vents AKA toilet block.  Final approval is expected in early April.
  • The work on the far service lane that is happening now, relates to moving the tram tracks to that side.  The final stages of this will occur April 1-17 and be very noisy (note that April 1 is Easter Sunday).  A lot of the major action at this time will be where they cut the new tram tracks into the old ones – near the new tram stop at the Royce and near the old tram stop at Domain.  This work stops trams and hence the tight outage time and tram replacement buses
  • Prior to that major work in early April, there will be an enormous amount of pre-work.  At Botanica we will be impacted by that as they will be laying the new tram tracks in that far service lane.
  • After the trams have been moved from the centre of the road, the digging can begin.  The major digging work will be
    • The noisy piling work on the ‘north box’ (near Domain Rd) will occur in Q2 2018
    • Acoustic shed over the north box in Q4
    • The noisy piling work on the ‘south box’ (at our front door) will occur in Q4 2018
    • All of this work will be daytime work
  • Access to the St Kilda Rd carpark for Botanica residents will be maintained throughout.  Exact details to come

 

MMRA – Community Reference Groups

I represent Botanica on the Metro Rail Community Reference group for the Domain Precinct.  We have only had a couple of meetings and are still getting the processes working – but I am really pleased that they now have a web site that contains the minutes and presentations.

Meetings are held about every 6 weeks

Quick update

What’s going on?

Out the front they are moving services (mainly telco) from close to the road to nearer our wall. It has been delayed and so we asked that they remove the fence and make our roadside parking bays available until they need the area. Means it is a bit messy but better than leaving the fence in place. Once that work gets going again they will need to block our car park for a morning

In Bowen Crescent most of the work relates to new gas pipes. It should not cause any access issues but if you have problems, please politely ask them to move their gear.

There is also new fibre optic cable being run down Bowen Crescent and under St Kilda Rd.

I expect Bowen Cres to be a mess for a few weeks

Major impact on footpath outside Botanica

2017 07 MM NOTIFICATION 030717 Service Relocations Update[37827]

It outlines some major work that will impact us greatly.  Essentially John Holland will be digging up the footpath from Bowen Crescent to Bowen Lane, immediately next to our wall.  They need to do this to move all of the telecommunications cables that run under the footpath – essentially moving them further from the road edge (and effectively further from the edge of the new station).

More information will be coming out from John Holland soon.

Be aware

  • There will be a outage of around 4 hours when no access will be available to/from the basement car park.  We have suggested to lowest impact is likely to be 10am-2pm on a Tuesday or Thursday.  They will give us notice beforehand
  • There will be no street parking immediately outside our building
  • The work will commence around next Monday and take around one month
  • We have stressed safe access for pedestrians is essential.

No nearby tram stop – July 1 until July 11

With the work going on outside Botanica, there will be a major impact on tram access during the period July 1-11

There will be tram replacement buses but they will NOT stop between The Shrine stop (number 19) and Arthur St stop(number 23).

So if you want to catch a tram to the city, you will need to  walk to the Shrine stop

Normal buses will continue.
